Pretty obvious bug. It is supposed to increase the critical hit chance by 5%. I equipped a new weapon, my crit chance was 33%. I added the sigil to the weapon and equipped it again, still 33% crit chance. Tried that with another weapon, too. Both were pearl-type (lvl80 exotic staff and a scepter) though, if that makes any difference.
